Anyone in the world can apply for telescope time. The latest round (cycle 3) was due on Oct 25, and STScI just published a summary. There were 1,931 proposals submitted by 6,008 investigators from across the world. While you may think of JWST as a machine for making pretty images, 72% of the requested time was for spectroscopy.
